All laws against consenting sex work are bad, but I think the coercion part of paying (meals, hotels &c) only falls to if the the other party is a minor due to the lack of being able to consent. I believe the coercion charge has to do with the fact that he wasn’t technically paying for sex but providing hotel rooms, dinners, “gifts” etc and the person being paid was a minor. It makes sense that that could be considered coercion.
