From experience, it's actually a lot easier to translate the text first and then play the game and then go back and edit it, but maybe that's just because my kanji knowledge is craptastic and I can't read Japanese without Google translate anyway ._.

Those games had already been released on GBA about 5 years prior, so Capcom had pleeeeeenty of time to have the scripts translated. And yes, they are completely unchanged in the US version, including all the hilarious typos.
