It's not dialogue, it's monologue. It's a still frame being slowly zoomed in on while someone talks. That's lazy animation, and lazy writing. It just worries me that we only have 24 episodes, and yet we've spent the last 8 episodes on an event that probably took place over 6 hours in-universe. I mean, they spent an ENTIRE episode being surrounded by a guy and took 20 minutes to answer "are you a human" and then that was the end of the episode.
No, Naruto is even worse, but at least the internal monologues are actually related to the battle sequences. Attack on Titan is just "AH, NO, HE JUST ATE MY FRIEND... WHAT DO I DO?!?!?!?!?!?!" 50 times over.
