You can't just turn it off. You have to pick it from the beginning of your save file, and it stays throughout the entire thing.
If you're referring to the series on a whole, it kind of is. Past games have had this element but not as much emphasis—and trust me, this game has a LOT of emphasis placed on romance and bonds.
Some of them have, some of them haven't. In this one the whole "bonds" thing is a central theme of the game, and heavily factors into gameplay, whereas in other ones it wasn't available at all, and in others it was only for some characters. This game has the most emphasis on it since the Japan-only FE4, though.

There's currently 4 worlds: Elibe (Roy, Eliwood, Lyn, Hector), Magvel (Eirika, Ephraim), Tellius (Ike, Micaiah) and Judgral/Archanea (Sigurd, Marth, Chrom). The stories are often standalone ones but Radiant Dawn and Path of Radiance are linked, as are the first five (very indirectly), and the ones with Roy and Eliwood.
