This has been studied and there is a very big difference between “I want to be a girl” (just a phase, not trans) and “No, I’m a girl” (most likely actually trans).
That honestly makes sense. It's medication and it prevents a child from becoming severely depressed or suicidal.
The options are turn out to be cisgender and end up with a small penis forever, or turn out to be trans and look like and be mistaken for a man forever. I think the small penis outcome would be preferable, considering that no one would even know in the first place.
