Highway mileage is good because the engine is efficient in the extreme. So efficient that the engine would be useless outside of its narrow, most efficient rev and throttle range.

PHEVs need extra space for bigger batteries, and also cost more. People without access to a plug at home wouldn’t benefit, because electricity costs per kWh are high at public chargers. Those are the rational reasons.
