For me the sweet spot would be something with the Bolt’s form factor but a PHEV drivetrain, but I’m wierd, so that wouldn’t sell either.

If you look at Tdi sales, the diesels VW sold were disproportionally a) manual, and b) wagons. Since GM wasn’t interested in selling either, a significant number of diesel fans returned the disinterest.

I agree with a lot of what you say, but Diesel is not hard to find. I’ve driven Diesels on and off since 1981, and finding fuel has been a issue for me.... once.  Sometimes you have to wait for a gas car to unblock the only Diesel pump in the court though.
