How about two rear drive Utility pickups based on the NV2500 (big) and NV200 (small) utility van chassis? Almost no development cost. Still dependent on fleet sales though.

Given that this was in the GTA (Greater Toronto Area, not Grand Theft Auto) it is likely that even the slower car was going more that 25% over the limit. Speeds of 130 or above are fairly normal.
