It’s a tiny mirror mounted on the front fender whose purpose is to allow the driver to see the front bumper while parking. Japanese vans of a certain age also had a larger mirror hanging over the Back hatch for the same reason.

It depends what you mean by kid. Nine year old me loved VW Beetles, Fiat 850 Spiders, and Citroen DSs. Not-quite-old-enough-to-drive me loved VW Rabbits, Honda N600s, and Citroen DSs. Cool? Definitely not, at the time. Now? Depends what you mean by cool, I guess.
