The reason I've heard is because 04-08/09-14/15+ cabs would require too much modifications to the firewall to make this a cost-effective solution. By having two differents cab, they don't have to sacrifice interior space/leg room in the half tons to fit the 6.7 Power Stroke.

Remember that it's a commercial-oriented vehicle: fleets & accessories supplier love that Ford update their truck where it counts (powertrains, suspensions, interior) while keeping the same outdoors hardpoint. They can transfer equipment from their old truck to their new with minimum costs.
