If you’re not used to using computers and all your drawing practice comes from pencil on paper, being able to draw on a screen like it’s a piece of paper will probably make transitioning to a wacom easier. So yeah, I’d say having a screen would be a big advantage for these people.
It’s funny this article came up as on saturday I just received a HUION 20 inch that I ordered (with a $200 off coupon that amazon was doing).
