Teachers are exactly who I’m talking about in group #1. They have especially strong bargaining positions because the “management” they are negotiating with is not spending their own money to grant concessions and taxpayers don’t like it when their kids aren’t in school.

From a getting concessions perspective, I think that depends. Management at profitable companies in 2019 have a lot more capital behind them and a lot more sophistication than, say, factory owners in the early 20th century.
