Somewhat. The tar is still samping the natural resonance of the metal, so it will reduce interior sourced noise, though not as much as carpet. Tar and insulation under carpet also keeps engine and exhaust heat out of the passenger cabin which carpet does not do as effectively.

Actually it’s the tar and other sound deadening underneath the carpet that does the majority of that job.

I’ve seen a few old SUVs with the interiors coated in bed lining. This works provided there is no wiring to cover (and there is usually wiring to cover for speakers, locks, windows, and lights in the rear of the car). It’s reasonably cheap, easy to clean, and doesn’t hold the funk of a family.

That’s another good idea. Put ‘em to use but don’t let VW profit off of them. Yeah they’ll make a little money back on servicing, but that’s still not going to make up for the cost of fines, buybacks, repairs, and of course lost sales due to the whole scandal erupting in the first place.
