You’re missing the point. If the lower value is a result of actions of the entity forcing the sale, that shouldn’t factor in to the equation of the property’s appraisal. It’s akin to theft. I don’t know how to make this more simple for you to understand.

Yes, and that situation (access, hassle, risk) was solely created by the military. So the value for fair compensation should be what the property and mining claim would be worth in a nearby area without those situational issues, IMO.
Hey DUMBY, the mine infrastructure is gone because the AF bombed it. If the ore deposits are indeed large, the acreage is worth a significant amount. Hard telling. But this family has been harassed for years and at least one family member died of cancer, I’d hardly call them “scum” for expecting fair compensation.
