Your right my idea is sort of stupid but since New Jersey has lower gas prices and has an additional source of jobs I see no reason to change their current system. If the gas prices in California drooped and the service increased I would be ecstatic.

The cords are there to pull the seat belts out of the way during the driver change. I think it is probably a thin enough cord that the driver doesn't really notice it when he is shifting. I drive a low horsepower rear wheel drive car in California. It has no traction control or stability control nor any need for them. My car is a BMW 3 series and it weighs 2800 lbs while a new 3 series weighs nearly 400 lbs. This is what is meant when someone says new cars are too expensive and too heavy.
