I think the actual redline is at 6500, so its not that unusual to go to 8k.
Its because they wanted the 3k, 6k, and 8k marks to be at the 9, 12, and 3 O’Clock positions. They could have made it go to 9k and had even spacing, but it would be a little funny to show more than 2k past the real redline.
