One possible explanation...it’s a lighter coloured makeup, originally intended to draw attention to his eyes and cover any dark circles etc. I’d say that, back in the days when his brain still worked somewhat efficiently, he was taught to apply a subtle makeup for daily use to even out his skin tone etc.
