Not true. I've had both a recent golf and Polo GT, and could get both to slide the rear. You need to go at an unconfortable speed into a downhill fast-ish corner, brake hard while turning in and then it will slide all by itself. No handbrake needed. You have to be ready to catch it or you will spin though.

Actually, I think the BMW I3 already does this (although engine braking is perhaps the wrong term technically). Probably a few other EV's with heavy brake regeneration/engine braking do this as well for safety reasons. So it's not that hard to do apparently, I think it's a good idea.
You don't really need 1600hp to do this, actually if you spin the wheels too fast the tire sucks in air instead of water and you lose forward speed.
