Possible, but would be a deceptive thing to do. Getting a character into smash doesn’t make smash a game about that character. Smash is not a Halo game, or a Zelda game or a Metal Gear Solid game. She did no work for Smash, either. They reused previous vocal assets for Bayonetta in Smash.

Nintendo funded development of Bayo2 and 3 by themselves. They essentially ‘own’ Bayonetta, and I HIGHLY doubt they had to pay anything to put her in any Smash Brothers, as well as they reused all the audio assets from Bayo2.
