From my eyes, I see the cop accelerate hard the moment he sees the dirt bike moving. He’s not supposed to pursue unless he saw whoever on that dirt bike commit a forceful felony, which he didn’t.

This claims the kid filled the tank and paid for the gas. If the cop was following him, the kid wouldn’t have had time to do ANY of that. Instead, the kid is done filling the tank and paying. That’s not a 10 second process here, it’s at LEAST 2-3 minutes to accomplish all that.
The department’s policy says the cop shouldn’t have pursued the kid. Full stop. He did anyway. Had the cop not chased, the kid would have sped a block away and then likely slowed it down to a more manageable speed.
For all we know, the parents had rules in place to do exactly what you said. The problem is that 13 year olds don’t follow rules. They’re 13 years old and make stupid ass decisions.
