Fair point, if that is indeed the intention of the rule (that clothing is literally swapped out out for new clothes). However, the fact that they add the part about doing it in an off-court location, makes me interpret it as the physical act of changing clothes where you remove clothing.
The 2018 WTA rulebook says a player can only change clothes during the end of a set, or during a medical timeout, in an off-court location.
I notice this a bunch on semi trailers.
