As far as I am aware, selling a physical Steam code through other channels results in Steam taking a much lower (or potentially free) cut of the sale, so pricing is more flexible.

Regarding the artificially inflated prices: Why do EU gamers have to pay €60 for a digitally downloaded game that costs $60 in the USA when buying directly on platforms like Steam?
