Pretty easy solution; just make trucks comply with the same regulations as other vehicles. Watch how fast they shrink when they actually have to meet passenger car emissions and fuel economy standards!
Size/weight tax brackets like elsewhere in the world, with exceptions for actual work trucks. People would stop buying gigantic trucks (and manufacturers would stop selling them) as urban runabouts real quick if they got slapped with a fat tax for it.
