Something seems a little confused in your story. The big CPSC push was to ban ATVs because there is no practical solution for adding a ROPS to them. Most every UTV in production had some form of ROPS in place from day one, even if you go back to the original Kawasaki Mule back in the 80's. Same for the original…

The Japanese will never allow it, too much risk for their corporate culture to accept. Yamaha shelled out $10s of millions in Rhino rollover lawsuits before they finally started contesting them in court (and winning). But putting close to 200hp in a SxS is not in the playbook back in Japan.
