You are indeed correct. Many streaming sites and services have started (or have been) blocking VPNs and make a point of keeping up with any new IP blocks that VPN companies are using, so they are unlikely to be useful if you are trying to get around country restrictions from major sites/services.

Article ignores that Netflix knows about VPNs, discovers new ones over time, and blocks them. Same for iPlayer if you’re trying to get the BBC.
