Likely the same reason towing capacity is magically higher in Europe for the same vehicle.  Regulations.  I think towing in Europe is a more regulated affair (imagine that), with slower speeds.  In the US, if it is rated to tow, you need to be able to go fast. The (safe) towing capacity decreases with speed.

Um, quantum tunneling happens all the time. Any field emission electron source experiences tunneling events at a rate trillions of times per second if emitting micro-amps of current. Sorry, couldn’t resist.
