In the formulation I was using for this, harassment is a bell curve that has minor intimidation on one end and actual assault on the other - they all exist on a vector that is easily labeled as ‘harassment’ but contains a lot of behaviors from the micro-aggression to the fatal.

Absolutely. Violence is endemic everywhere, and people use the easiest possible method available where they are to commit it.
