Actually Ford Heights, also in Illinois, would be a fitting subject here. It's a town that's so poor, it couldn't afford its own police force anymore and now relies on the county's. Good luck with those response times!

@Murilee Martin: There's a cheap Spitfire ($300) for sale around these parts and guy claimed it was "90%" done". When prodded further, it basically came to that he had "90% of the parts" that it needed "200% assembly" to get a functioning Spitfire.
