You did not answer my question how to deal with those who pose a threat to he prison population and the prison staff. This dude refused to take his medication to treat his mental illness and that’s why he was put in solitary confinement. If you had been his cellmate, you’d be ok with that I bet.

When those inmates behave dangerously towards other inmates or the prison staff, you have to seperate them inside the prison. It’s called solitary confinement.
