Looks like the plot of the BTAS episode that introduced Mr Freeze and his modern origin - "Heart of Ice." At one point in the episode, Freeze crashes a humanitarian award ceremony and traps everyone. Even the title is a reference. Good for them - that's still one of the strongest episodes from the animated series.

First of all you dont know how fast he was going. The instantaneous acceleration of his GT-R would resemble your puny corolla going from 0 - 110 in half the time if it could actually do that.
