Looks like the plot of the BTAS episode that introduced Mr Freeze and his modern origin - "Heart of Ice." At one point in the episode, Freeze crashes a humanitarian award ceremony and traps everyone. Even the title is a reference. Good for them - that's still one of the strongest episodes from the animated series.

OK. So, going into Project Management mode, problems: 1) Not enough bike velocity to clear initial hurdles before chute opening. 2) Chute deployment is Way Too late. 3) Bikes don't fly. 4) Not enough event timeline projection work.
