Yea, if you lose 40% of your playerbase then you lose 40% of the people submitting reports. Thus reports are down 40%. Less toxicity? I guess. Less percentage of the playerbase being toxic? Not at all.

As a software tester for 8 years I also do not trust the current state of autonomous vehicles to drive me from my home to my office. That isn’t even a non-standard use case for it.
