I think your reasoning is really good. There is a vast body of literature (of the policy and scientific kind) showing that the total cost of healthcare decreases when you increase coverage and healthcare access. This stems from the fact that treating people later is more costly than if the issue was addressed earlier…

No. It’s 8 percent or more now ( 20 million people). And among that, the reduction is bigger in the lowest bracket of income. So, unless you don’t care about the poor, this is a major thing.
