So, um, "but the rear cross-member cannot be replaced due to excessive frame corrosion at the mounting location (e.g., if the side rails are too damaged)" are they not bothered that the rust could spread to THE REST OF THE FRAME? That seems quite calm for a scenario in which the side rails have rusted beyond repair.
