After trying this on Windows 7 I've already noticed a bug. If you have Rainmeter running while changing desktop backgrounds, it will crash out. Also, I can't seem to figure out how to disable a skin once it's been enabled (using the UI, I got it by changing the .ini but that kinda defeats the purpose).
@saintseminole: All you need to do is go under your RainMeter folder and go to skins. Back up your .ini files from there and any pics if you changed them (like I did) and then copy them into the new install.
