There are many arguments about how old she actually is (underground civilizations have a hard time tracking time passage due to a lack of sun), but

To argue otherwise would be to say that they copy-and-pasted her appearance from previous Halo iterations, which they obviously did not. Someone decided to give her a more voluptuous shape and bigger breasts, and that responsibility lies squarely

They're not bitching about that because anyone who finds that image sexually appealing is a pedophile, as the character's age in-lore is the same as Simon's (14 at her first appearance). So, yes, feel free to argue that as a counter example, when nobody wants to touch that argument with a 40-foot pole due to her age.

Well, I'm not entirely trying to press anything into a corner. The speculation and assumptions are a huge part of the fun leading up to releases, which is why up until gaming media took off online, game magazines could sell on previews and reviews alone.

And I'm sure he took a positive, enforcing stance about the sanctity of good character design, lobbying for Cortana to take a less sexualized appearance or at least have some reasoning for jumping several bust sizes and gaining plump, child-bearing hips.
