No. Only because track use does not equal racing. As long as you're not racing against other cars and not racing against a lap time then it's allowed because it's not technically racing. There's no rule against enjoying driving your car on a private track.

Not to mention the fact that most cop cars spend an enourmous amount of time idling and I'd be willing to bet that the new 3.5L V6 gets a lot better fuel economy at idle than the old 4.6L V8.

There's an extension for chrome you'll probably love. It's called beeline reader and it's designed to help people read faster. What it does is makes adjacent lines of text different colors so your brain can jump from line to line more quickly.
