You should be able to run Torchlight II fine. Also, there are lots of graphics options. You can turn weather off, particles down, AA off, shadows, etc. I have a redeon HD 5450 and can run it on medium settings, I just need to turn weather off.
No. Items have a limited amount of enchants, however. Each successive enchant gets more expensive but for the most part, you shouldn't ever get more than three enchants, at least from what i've seen (I have a preview copy) Enchanting is so much better this time around.
