There is zero valid moral or ethical reason to delay development or release of emulators, even of currently-marketed systems. A person that can do the work, and wants to do the work, should.

Yes, this is as much of a crack down on consumers as it is big tech. Consumers get hit with the time limitation while tech is saddled with trying to enforce it.
Unless I’m missing something, the regulations here don’t just target ‘Big Tech”, it’s targeting video games in general. It’s like if the government clamped down on kids reading books, and your takeaway was that it’s good that Amazon’s taking a hit.
