Three had the best customization thanks to Create-A-Style. You could apply textures to alpha masked regions, which meant a lot more variety in just about any object it let you work with. Have you compared Gally to some other female characters? I think the wide eye thing is more along a male/female divide than a conscious effort to make Gally have different eyes from everyone else.
