They aren’t really the same thing. You don’t need the gear from the previous difficulty to do the higher difficulty, it only makes it easier. Whereas the cutoff in games like Destiny are so sharp that you end up like the comic, unable to contribute at all without that previous tier.
WoW doesn’t require running the same raid you need gear from in order to do that raid, which seems to be what he’s complaining about in Destiny.
I have no doubt Kojima could swing a successful Kickstarter campaign. I don’t know that he could make anything near what Metal Gear Solid games look like for five million though (which is still more than any video game Kickstarter has gotten yet.)

I think that’d just create more ways of being detected, honestly. Your mod would be one possible vector, but you’re still relying on a program to send automated input to the game as well.
They do bans in waves because it’s more effective that way. More users get caught for their bot usage, and bot makers are less likely to suspect their bot is detectable. To ban them as soon as they’re found would only encourage more focus on avoiding detection.
It’s actually incredibly difficult to build an AI or bot that reacts to complex visual stimuli. We have a hard time getting AI to identify what is or isn’t a cat, nevermind being able to generate reactive behavior from a visual image. It’s far easier to program rote patterns and responses to digital input directly…
