I think this might be a southeastern thing. When I lived in Alabama I'd see these all the time. Maybe not lifted to that extent, but big wheels and a theme. I still remember a Home Depot Caprice, and a Fantastic 4 Accord. Now that I'm in Texas... either the fad played itself out or it's regional.
