I've seen the same in no-snow or little-snow areas. As a kid I remember seeing a lady go off the road in her Camaro (traffic was at a virtual standstill) because she kept trying to gun it when traffic would start flowing again.

I wouldn't say vastly, but I'd say they have certainly have more experience in the snow. Back in my college days, 1" in Portland made a 45min. trip 3hrs. Nobody was sliding, just the whole world collectively decided that 6MPH is maximum speed when it's not snowing and 1" is on the ground.
