Neither a new character nor a new idea. DC hasn't been shy about showcasing many possible versions of Superman over their history. One of the more recent appearances of this character prior to Morrison's Multiversity was in the Final Crisis tie-in series Superman: Beyond 3D (also by Morrison).
It's worth listening to the "Stuff You Should Know" podcast on Star Wars. Very interesting ideas and not nearly as far fetched as we act like it was.
