Is it not a core tenet of the Koran that non-Muslims are to be either converted to Islam or killed? And that a good Muslim is required to work towards making whatever country they live in an Islamic state?

A better term would be "narrowly missed". In any case, you can also define a "near miss" as "got really close but didn't hit" (as opposed to a "far miss").

We used to use the word here in the US as well, at least up until the WWI era. Not sure when it fell out of use here.
