That sounds like a tornado siren. Air raid sirens were adapted after the war as tornado sirens. Pretty common to hear that here in Kansas. They test them every Monday at noon. During a storm it signals that we need to get the video camera out and go outside.

I'm not an engine guru, but I think that the circular valve design is pretty much mandatory to allow the valve to rotate freely, thus providing even wear and optimal contact on the valve seat. Could be wrong though.
