RGG studios had pricegated New Game+ before, but only in Japan -- this is the first time it’s done outside the JP market. 

I actually play RGG games in NG+ mode, but usually in hardest difficulties -- heck, my Like a Dragon savefile is over 300 hrs. 

Thing is, New Game + was already a paid feature in previous RGG Studio Games, but had been restricted to JP only. It’s just the first time it’s being implemented in the West.
