Thats not a Florida thing, its a evacuation route, its a federal requirement. NJ has the same laws, if a emergency is declared then the highways are ONE WAY ONLY out of the dangerous area, and it absolutely helped in getting people out of the barrier islands in NJ.

Its pretty widespread a law now (and actually 100% required in the whole of Canada) Makes a lot of sense too since rain/snow limits visibility big time. Its more so someone sees you coming than to help you see where you are going.

I think thats the whole point of the law. Its a OH SHIT WE ARE FUCKED! type law that probably cropped up specifically cause something like this happened and people without a license either went out and got ticketed later, or refused to go because they had no license.

No plowed roads = much bigger than a "small fender bender". How about try no one leaving their house and fire/EMS/and police unable to do anything.

Given the choice between people getting into accidents because no one is available, and letting the guy do it because its a snow emergency, really I think the later is better.

All of these are easily done by someone at home as long as you know the right techniques, you dont even need special tools for most of this.
