As someone who creates video content for a living, I would not be ok releasing a video with frame drops like that. I was responding to ikara who claimed that he worked in video and thought the video was good. The video has a lot of stuttering and its unpleasant to watch.

Probably a safety issue, in that he could have died and the city would be responsible. Same reason they arrest people for base jumping from buildings and bridges.
