Palpatine doesn’t even use the force until the 3rd act of jedi, after two other films. His presence was scary enough. Vader also didn’t resort to alot of theatrics. He was pretty damn direct with his dialogue and threats and didn’t flash his saber or swoop his cape to scare people.
