Ugh, I’ve tried to get into FFXIV four times so far and I can’t seem to get past the first 5 levels without getting bored by the tedium and the overwhelming feel that everything is so distant and far from immediate.

Regardless to what the city did to the public walkway, that’s not his property. In urban settings, his property generally ends 1 foot before the walk and if it DOESN’T, the municipality will have a Right of Way easement that goes from the center of the road past the public walk.
